I'm not quite sure what to make of your question.  Your father only lost money if he sold at the bottom!  If he hung on, he would be way ahead by now.  I know that is obvious in hindsight -- but I kept trying to tell people that at the time. The "crash" was a decade ago.  It would be impossible to prove that he was fraudulently advised going back that far.  And other than a lawsuit, there is no way to recover his losses.
