Can they garnish your stimulus check for a bank credit card that you have been paying on?

Terry Says

If you deposit a stimulus payment in a bank account with an overdraft, the banks are NOT supposed to take the money to cover that — but it HAS happened. And unless the stimulus deposit is made into an account at the same bank that issued the credit card, it is unlikely the card issuer would know you suddenly have this money. Unless there is a court order listing your bank account.
This is a tough one to answer for sure.
