Making an account on TreasuryDirect in order to purchase an I-Bond

I have tried dozens of times to log in and make an account on TreasuryDirect.com in order to purchase an ibond. I keep getting the same failure notice “Treasury Direct unavailable…..please try again later”. I have been on the phone with 4 different technical people at treasury direct and they couldn’t help me either…..they had no ideas why the site was failing. Tried everything! Different browser, no hyphens, only filling in manditory questions with red * beside. Nothing works. Is there another way to get an i bond without an account on Treasury Direct? My bank won’t help either.
