Treasury Direct Account and T-Bills

My husband and I are trying to set up a Treasury Direct Account. But in setting up the account it only asks for one individual’s information to apply. Can an account be set up with two individuals or is the account set up with one individual and then the T-Bills are set up on both names? Also, the bank account information asks for Name(s) on the account but only provides space for one. Thanks
