Options for my Traditional IRA

I am almost 64 years old. I work full time and make $165K per year. I have a traditional IRA with Edward Jones valued around $1.4M. My IRA has returned 6% YTD, and I pay a 3% fixed fee. I am not satisfied with the fund performance, and I am sweating that our government is going to crash the market. I would like to move my IRA to a safer, more stable location. My wife and I are in great health, and we have about $150K in debt (cars and student loans).

I definitely don’t want to pay taxes, and I don’t plan to take any distributions from my IRA for a couple of years. I respect your opinions and strategies, and I am looking for advice.
