13 Week T-Bills
As an 89 year old married gentleman that is financially comfortable, would you suggest I continue to purchase 13 Week T- Bills for safety, and cash-on-hand, in my anticipation of a severe market downturn in the not to distant future?

Yes, I would absolutely suggest that course of action. And, though you didn’t ask, I suggest you do the following:
Update your estate plan
Title your T-bills in your Revocable Living Trust (which may mean changing the title on your TreasuryDirect account).
Have your attorney create a healthcare power of attorney–and give a copy to your physician. Name someone you trust to carry out this power.
Also have a Living Will (specifying your wishes if extraordinary care must be given) and give that to your physician.
Fill out the personal financial organizer form (available at TerrySavage.com by clicking the link on the home page) and leave it where someone you trust could find the form, with all the details of your financial life in case of emergency.
Then you can sleep well at night — and hopefully for many nights to come!
