2019 Taxes
I sent in my 2019 taxes on March 31 with $381 over payment due to me . So far have not received that payment. In the interim since i payed estimated taxes in 2018 I also paid $2400 estimated taxes for 2019. It came to pass that my income was lower 2019 so it wasn’t necessary to have paid the estimated taxes. This is my problem they have not returned my estimated taxes or the over payment money. I cannot get through to a person to discuss this matter. Also they must be holding my account because I didn’t get the stimulus this year. Please advise how I can move forward with this matter.

First, this has nothing to do with the current stimulus. You need to file your 2020 tax return, and request the $600 stimulus payment on Line 30. You should also ask for a credit on your estimated taxes. I suggest you work with a tax professional to file this return ELECTRONICALLY, and using your bank deposit information. Those two credits go on different lines. Likely you will have a credit carrforward for next year.
But your tax REFUND will be totally separate. Eventually you will get that money plus interest.
