2020 Estimated Tax Voucher payment #2 that IRS never deposited

Estimated Tax Voucher #2 was originally due 6/15/20. Because of COVID, due date was extended to 7/15/20. Our #2 voucher was mailed 7/8/20 to IRS PO Box 1300, Charlotte, NC 28201-1300. An informed individual told me on 9/11/20 that the NC address is a contract bank lock box that has been overloaded with correspondence since the Coronavirus. Our on-time payment has not been credited as of 12/10/20. To follow up, I contacted several IRS agents in October and November and was told not to cancel my check and resend another check, because I would be penalized for the canceled check. These agents collectively said to wait until mid-January to see what happens. How do I get properly credited for my deposit in order to take credit on my future 2020 Form1040, Schedule 3, Part II, Line 8 – 2020 estimated tax payments?

I checked with a highly respected accountant (mine!) who says this is not an unusual problem. Stacks of mail have piled up at IRS offices around the country. And he reminded me that’s why I always send IRS payments by certified mail, return receipt requested. But he says you should just let this play out; they will get around to it eventually. You are not alone — and the IRS knows it!! (just make sure the money is still sitting in the account when they finally get around to cashing your check~!)
