Breaking a bank IRA CD without penalty

I was listening to you today on WGN radio talking about bank IRA CD’s. I am 74 years old and have a bank IRA CD and take a RMD each year. The IRA CD has a rate of 2.5% which matures in December 2023. I thought you noted that if you are over 72 you can break the CD without penalty. I wanted to break the CD to change to a CD with a higher rate of 4.3%. I called the bank where I have the CD and the personal banker told me that I can only break the CD without penalty in order to make the RMD, otherwise there will be a penalty. Can you explain further?

So take this year’s RMD out of THAT CD!! Then you can create a new CD at a higher rate!
