Yes, you can buy Treasury bills through TreasuryDirect.gov. In fact, many foreign central banks own a LOT of Treasury bills — more than $1 Trillion each are owned by Japan and China!
As an individual you must file IRS FORM W-8BEN Certificate of Foreign Status of Beneficial Owner for United States Treasury bills. Here is a direct link to that form on TreasuryDirect.gov. Scroll down to the very bottom of that long list of forms to find this one! It relates to certfication of your status regarding taxes withheld when you earn the interest on the bonds.
