Cashing EE savings bond

I visited my local chase bank to cash EE savings bonds. They had me sign back and then told me they couldn’t cash as they have a $200 limit. These are $1000 and $5000. Sending into treasury direct specifically states DO NOT SIGN. Other banks and credit unions might cash but require having an account for 12 months. Any suggestions. One thought I had was reporting to treasury direct as lost and having them reissued as electronic bonds.
