Column on June 1st – Paper Checks to Pay Estimated and Annual Taxes

By Terry Savage on June 10, 2025 | Wild Card

Hi Terry. In your article on June 1st in the Tribune, you discuss an executive order about the use of paper checks. My mom prefers to pay her federal and state estimated taxes and annual taxes with a paper check via regular mail. Just confirming that as of 9/30/25, she will need to do so electronically and her paper checks will not be accepted? If so, I am surprised that more individuals are not talking about this as it may impact many people.

They will be hearing about it soon enough! Below is the headline:

WASHINGTON — An executive order signed by President Donald Trump earlier this year is overhauling the way the government handles financial transactions. Starting Sept. 30, the Secretary of the Treasury is ordered to cease issuing paper checks for all Federal disbursements and will no longer accept paper checks as payment.

The order is inclusive of intragovernmental payments, benefits payments, vendor payments, and tax refunds.

Of course, the President has changed his mind before — but it looks like this one will stick.
