Can treasury bills be purchased with E savings bonds?

Terry Says

You can cash in the Series E bonds (which have all matured) and pay the taxes on the total increase in value, which is the interest. To cash in paper bonds, which all E bonds were originally, you’ll have to open a TreasuryDirect account and convert them to digital to start the sales process. The funds will be deposited back into the bank account you set up and then you can purchase T-bills.
