Fee only fiduciary

I have met with three planners over the years. We start with a fee to set-up and discuss a plan, I am 65, but each of them at some point transitions to wanting to sell a product. Two have said that the rules, not sure who’s, say they cannot just sell services. This seems to defeat the fudiciary role for me. I am willing to pay a couple thousand dollar for the consulting, and manage my own purchases. Thanks for your time!
