is it legal to claim homeowners exemption on a rental in cook county A friend rents but taxes are so high i cant afford to keep it.

Only homeowners who use the home as a primary residence can claim the homeowners exemption. I’m not quite sure from your question who is actually living in the property, but if it is a rental to someone else, you’re out of luck. There may be some other deductions you can take as it is an income property. Ask your personal tax expert.
