I Bond purchases
First, do you still think an I Bond is a good investment and if yes, can I buy one before the end of 2022 and buy another in January 2023?

Yes, but hurry. YOu can buy $10,000 each calendar year! If you can hang on to these bonds for at least 5 years, there will be no penalty. And the rate will change every 6 months to reflect inflation (possibly lower if the Fed gets inflation under control).
