IDES benefits for dependent spouse?

My wife is a retired school teacher and receives a pension. She was working part time at a college teaching until the pandemic. She never made enough money doing that to qualify for unemployment benefits. Can I claim her as a dependent for my IDES benefits? She has not worked at all since December 10th, 2019. That’s such an interesting question. I had to look it up! Here’s what I found:

Claiming a Spouse as a Dependent
YOU MAY CLAIM YOUR WIFE (OR HUSBAND) AS A DEPENDENT
• If she/he does not have enough wages to entitle her/him to benefits and you provided more than one-half of her/his
support for the 90 days prior to the first day of each week for which you file a claim for benefits.

However, you cannot claim a spouse if you are also claiming dependent children.
