IDES – cannot certify – caught in a loop

Looking forward to you on WGN! I applied with IDES, received my UI findings letter and debit card and tried to certify online on my day and received this message – “You can not certify at this time. Please contact the Illinois Department of Employment Security (IDES) at (800)244-5631.” There is only a recording on that number. I called 312-338-4337. The first time I went through all the questions and then the auto-voice told me the system was down and to call back later. I called all day and only got through that one time. I tried the following week – same message on website. Called 312 # – after entering my SSN and PIN it told me to visit website or call 800 number. 800 number tells me to call 312 number. Something must be wrong – what is it? How do I get a hold of someone to fix it? I have received ZERO payments. TIA!
