IDES prepaid debit card — no help available!

I too received one. I called the bank that issued it. Asked them to cancel it. They said they can’t because it’s a prepaid card. Told me “someone wants you to have this money”. Called several times trying to explain to bank it’s an IDES card that I didn’t apply for. Can’t reach anyone at at IDES to fix this matter. What do you suggest? I had to give the bank the number on the card, etc. I don’t want any problems with the government. I am also a senior citizen. Thanks.
