Illinois income tax

Hi - I sent the text to you on your radio show. My mother in law mailed her Illinois income tax around April 15 but has not received her refund. On the Illinois where’s my refund website, after I enter her information, it says her return has not been processed. Does this sound right? On a side note, I mailed my return around March 7, received my refund but was penalized for insufficient estimated payments around 4 weeks later. After protesting the penalty, I received a favorable response and my penalty refunded. Around 5 weeks later. Since my mailed in returns and penalty protest was handled in a timely matter, I am beginning to feel concerned. Any suggestions? Thanks
