Incarcerated and Didn’t get all the refunds
I didn’t receive all the refunds because I was incarcerated and couldn’t file

If you’re talking about tax REFUNDS, you don’t get them if you don’t file! So it’s not too late to file for previous years. You’ll want a CPA or tax service like H&R Block to prepare those returns — because you might have a refundable credit.
AND, if you’re talking about stimulus payments, you are definitely entitled to those payments even though you were incarcerated. In 2021 there were two payments; $400 and $1200. You can get those payments by asking for them when you file your 2021 tax return next April of 2022. You don’t have to have any income to file a return and claim those two payments as a refundable credit.
It may not be so easy to get the $600 payment made in 2020, unless you file a tax return for that year and claim it as a credit.
Again, you need an expert tax preparer to do this for you.
