My husband’s mother died in 2002, age 81. My husband inherited an IRA and has been taking the RMD each year. He was 60 in 2002. With the new laws can he continue to take an RMD or does he have to take it all?

Because your mother-in-law died before 2020, the old rules still apply. He can keep taking the withdrawals as previously scheduled.
