interest rate — when will they peak?

At what point will interest rates top out. when would it be good to begin locking long term cds and treasury notes?

I wish I had that crystal ball! No one knows for sure, so maybe start locking in CDs or T-bills a bit at a time — staggering the maturity dates. That way you’ll always be renewing at intervals. Maybe in hindsight you will have caught the “top rate” with one of your purchases!
