IRA mandatory disbursement
If I have already withdrawn a small amount from my IRA (used to cover moving costs) Do I still have to make a disbursement at 70?

No you can wait until age 72, when your IRA custodian will calculate the Required Minimum Distribution that must be taken the year you reach age 72.
