Can I rollover my IRA CD into US savings bonds and if so, what are tax implications?

No, sorry. The Treasury does not act as custodian for IRAs. But if you have a “brokerage” option at your existing IRA custodian (Fidelity, Vanguard, Schwab) they may let you buy TREASURY BILLS for your IRA.
