To manage a Balanced $600,000 IRA fund is a 1.2% management fee reasonable?

No. I use the Vanguard Balanced Index fund to do that, and the fees are negligible. Someone else wants to get rich off YOUR money! Just do a direct rollover to Vanguard, or Fidelity. They’ll handle the transfer of your IRA to a far more sensible cost structure.
