if a person has collected state funds for approx. 17 yrs, and now is soon to be 65, can they receive monies from a will? or are they limited to an amount set by state or govt?

That depends on what money you have “collected” from the state!  Are you getting disability, or Medicaid benefits?  Each state sets a limitation on the assets that recipients can have and still collect most benefits.  So before you accept any inheritance, it should be placed in a trust of some kind, perhaps a special needs trust.
