Can people who have never filed taxes receive the stimulus payments?

Yes, but you will have to file a tax return for 2020 — even if you had very little income. Then you can claim the stimulus credit of $600 (as well as the original $1200 stimulus if you did not receive it). You will claim that on line 30 of the 2020 return.
