Is an online bank like Morgan Stanley or Marcus-Goldman Sachs a safe and reputable option to place my $100k in a CD for 12 months since local banks rates are much lower?

Yes, just look for the FDIC logo — and make sure you are purchasing an FDIC-insured CD and not some other type of security.
