Overpayment of Medicare part A
I was the one who called into WGN this afternoon. I began taking my social security at age 62. When I turned 65 I went on Medicare. At this time I learned my husband, who didn’t qualify for social security benefits and was paying $878 for part A Medicare, should have gone under my work record when I started taking my benefits. I applied for a refund and was told at my local Social Security office they would refund three years worth of overpayments, however he received only three months of premiums. I have filed an appeal but haven’t heard anything.

Frankly, I learned something from researching your question! I wasn’t aware that spouses who don’t qualify for Medicare Part A on their own earnings, can get it free from their qualifying spouse’s earnings. Here is a link to the best description of that situation:

But you already knew that. Your question was about Social Security not living up to its promise to refund 3 years of over payments. So my question to you is whether you got that promise in writing?!!! If yes, please scan it and reply to the email you receive saying your question has been answered. Include both your names, the entire fact set, and your phone number and address, but NOT your SS number. I will pass it on to my contact at SS, who can sometimes handle quick “technical” mistakes. Let’s see what happens.
Yes, just the fact that they refunded 3 months is sort of an admission of wrong– but it would be better to have their promise of a full refund in writing.
