Property taxes – Senior Freeze

A neighbor was granted a senior freeze on her property taxes.
This year, her income was greater than allowed, so she was not able to take the freeze.
Her taxes jumped from $10,700 in the freeze year to $12,800 for this tax year.
They told her if her income qualifies for the senior freeze in the future, she will be taxed at the $10,700 rate.
Please explain how the senior freeze works, as it is confusing to me. Thank you.
