Tough question. If I were to answer honestly – -and not lead you to do something illegal like voting twice (!) — I’d say the Illinois PUA system is so messed up and so difficult to work with that I’d just not report this one-time earning. But that’s up to you. Maybe report it later after your PUA runs out, just to set things straight.
