Unemployment in California where I worked, orIllinois where I am now?

If someone worked as an independent contractor in another state, specifically CA, and then moved back to Illinois to be close to family until she can get back on her feet again, does she apply for unemployment and PUA (retroactive) in CA or IL?

Terry Says

She should apply in the state where she earned the money, and consider herself a “visitor” to Illinois. It would be better if she had a California mailing address, but not absolutely necessary!
