Hi – IDES has advised that I owe them $ 12,000
Due to overpayments . I had a question on this – I began receiving payments in June of 2020 based on 2019earnings. My overpayment amounts are from amounts received since Jan 1 of this year . I am hearing this is due to the reduced salary I received in 2020 due to losing
My job . I assumed payments were always based on full 2019 earnings . Can they change
receivals based on last year earnings , of course they will be less as I was out of work for 6 months .Obviously owing $ 12000 is concerning .

You should file an appeal for a waiver of that demand. The Federal government does not require a return — only the state.
But getting a waiver is not as easy as it sounds. IDES has just created a new website. I cannot find the waiver appeal form anywhere. There is a section on APPEALS — click the highlighted link. But this is not for appeals of PUA return requests.
The best I can suggest is call IDES and get in line for a callback. When you talk to them say you want the waiver of this request. They should be able to tell you how to start that process.
