Hello Terry,
1. I’m 75 YO’s, I do have a Roth IRA. Can I sell several stock shares now, put proceeds into my Roth IRA, then wait till the Market Dips ( decreases about 10% or more), then buy more stock with my proceeds again , Without incurring any Tax liability?

In other words, sell stock in my Roth IRA, wait some time, then use the sale proceeds to buy more stock Without incurring any IRS tax liability/

Yes, you can buy and sell stocks or funds inside your Roth IRA, with no tax consequences. Just make sure you do both transactions inside the same Roth IRA account. Do NOT take the money out, and then return it!
