I have read various articles and have seen conflicting information. Without the WEP etc, will the SS to be received based only on the payroll subject to FICA the taxpayer should have been receiving or will the non FICA wages (ie teacher) earnings be used to increase the amount of monthly social security?

Terry Says

Social Security benefits will only be based on your COVERED income, that is income from which SS FICA taxes were deducted. You need 40 quarters of covered income to qualify for SS benefits. Going forward those benefits will not be reduced if you have a public service pension.
