I have not filed my 2019 taxes yet so I understand that my 2018 return will be used for the calculation. We owed Fed taxes that year and did not enter refund info. However we did get a State refund. Will gov be able to use the direct deposit info from my State filing?

No, the IRS is not linked to state collection systems. Either file NOW for 2019 (use TurboTax to do it instantly) and give direct deposit info — or your check will be mailed to the address on your 2019 return.
