So, I am paying hold support from a previous relationship and when she files they when back 3 years because I could prove my financial support. I have moved on and started a new family, why is it except able to inconvenience children and a wife that has nothing to do with a previous relationship financially. So we can’t file joint because my refund will be garnished, this stimulus check in witch 1500 should go to my children, will be garnish and now that I do have children should my income be based on all and not so focused on 1 because if I did have full custody it would be spent equally and and favorable to just one.

Well, that was complicated. But from what I make of your question, if YOU owe child support, YOU will not get your $1200 check.
If your current wife files separately, she should claim the children under 17 on her return — then she will get $1200 for herself, and $500 for each child.
Your children from a previous relationship will be reported on their mother’s return — and she will get the check for each one under 17.
