T-bills
I purchased a $2000 T-bill at auction from my treasury.gov account. The day of the auction my bank account was debited for $1961. If the interest rate was 3.9% is not this amount incorrect?

They don’t make mistakes. Double check that you bought a 6-MONTH T-bill for $2,000. Looks like you might have purchased a much shorter term bill.
Look at the “securities held” section of your account and check the maturity date of your holdings.
