Tax Returns for expat

Terry, I am an American Citizen returned and living in my native homeland Ireland. Although I have always completed my tax returns while residing in the States; am I required to do so although I have not earned anything in the US for 2019. I have a part time job here(I’m 60 and semi retired) in addition to living off my investments which I converted to rental property. I pay taxes here on my rental earning plus part time job.
