The Treasury acknowledged that Hotmail was rejecting the emails Treasury sent out with the confirming account numbers. They tried to fix it. And I was able to help many people get those account numbers. Unfortunately, your request came in too late.
Call them on the phone and they will give you your account number over the phone. It should be easier next week, although too late for 9.62%!
