Can one collect unemployment on one fulltime job that has been put on furlough during the pandemic . But is working 20 hours on another part time job can I still collect unemployment?

That will depend on the amount of your earnings from the second job. If you earn more than your WBA — weekly benefit amount — (which maxes out at $484/week) then you will not get unemployment benefits for that week.
