We like to travel, is it a good idea to buy foreign currency when it’s down?

No, because most of your significant purchases will be made by credit card. And they will reflect currency values on the day your charge is posted. YOu will use very little cash — not enough to make a difference buying in advance.
And don’t forget, that the foreigners know the dollars they get will translate into less of their home currency — so they have already RAISED PRICES on everything you will buy — hotel rooms, restaurant meals, etc.
