Where to invest inheritance?

My wife has just received a $40k inheritance from Grandma. We do not need the cash right now but may need to draw from it in a year or two. Where can we invest this today and earn the highest low risk return while keeping the option of liquidity open within the next few years? Is a CD the safest option? Thank you!
