Americans who receives supplemental security income on debit cards – and elderly relative doesn’t receive that kind of help and lives on just a few hundred dollars a month … how would she apply for such a debit card?

I think you’re referring to the headline on my column this week. If your elderly relative gets either SSI or Social Security retirement benefits, she should receive a direct payment soon.
But if you, or she, are not on any Federal payment every month they you must register here to get your stimulus payment:
