I have been working in IL for over 10 years. In early April I switched jobs and am now working Cook County. I tried to file for a week of unemployment due to a week of furlough, and they are saying that I am ineligible due to the fact that I quit my previous job in April to start the new job. Is this true?

Yes, they contacted your last employer and the employer reported you quit. So no unemployment.
