PUA income from taxi medallion

My senior citizen father has a 1099 income from a NYC Taxi medallion that he leases out. Due to COVID-19, the medallion was taken off the road and he no longer has an income. Is he eligible for Pandemic Unemployment?

I’m guessing that it’s at least worth a try! I’m not sure how NY considers this income –as self-employed income or as investment income. If the latter, then no, he won’t be able to collect. Just as if a stock stopped paying a dividend. But if there is a way to consider himself self-employed (for example if he actually drove part time) then maybe the entire income from the taxi would be considered PUA> I’ll be interested to find out what they say.
