When can you apply for PUA? Does the regular unemployment have to run out? As I stated my wife only gets $52 a week which is nothing, can we also apply for PUA or no. And is the PUA the same amount or could it increase? The IDES website does not touch on those topics

PUA is for people who are self-employed — not working for a paycheck. They report their earnings to the IRS, but pay their own taxes.
If you do/did not work for a company that paid into the unemployment system on your behalf, then you can apply for PUA == AFTER YOU ARE TURNED DOWN for traditional unemployment.
BUT it appears your wife is getting traditional unemployment, so she cannot apply for PUA.
