Can I get the tax credit , taxes refunded . For partial to of income tax on unemployment insurance . Even if I already had it deducted , for 2020 ?

If you’re talking about the $10,200 —
If you’ve already filed, they will figure out how to send it back to you.
If you haven’t filed, all tax forms have been changed to reflect how to take that credit on lines 7 and8.
