last year, an individual was able to change the Medicare plan they initially elected, to a different plan through March 31.

Until March 31, you can switch from one Medicare ADVANTAGE plan to another, probably because a different plan would cover your favorite docs or hospitals. And during this period you can also switch back to Original Medicare — BUT you should make sure you can qualify (based on health issues) for a good supplement.
